Ensuring the Transparency of Federal Awards

Under the Federal Funding Accountability and Transparency Act of 2006, OMB was required to establish a publicly available, online database containing information about entities that are awarded federal grants, loans, contracts, and other forms of assistance.

  • OMB met the act’s initial deadline using existing collections of award information through the Web site http://USASpending.gov. Concerns have been raised, however, about the accuracy of these data sources.
  • In addition, early next year OMB will also be required to provide information on subawards, which is currently not available.

OMB is conducting a pilot to collect the required subaward information. In the past, these data have not been available for all types of assistance such as grants, for which the reporting burden may be greatest. OMB will need to address this challenge to ensure appropriate reporting requirements are established. These data must be available to the public through the Web site by January 1, 2009.
